Windows 2008 terminal server in a SBS2003 envirement

Does anyone know how to install my 2008 CALS for my 2008 terminal server in a SBS2003 envirement?

For a 2008 TS, you'll need a 2008 TS CAL server as well. If you don't have a W2k8 DC, you'll have to setup TS licensing on the TS.

Installing Licensing on TS it tells me it is not a DC. How do I install Licensing if it is not a DC?
