request cert problem

Hello
I try to request certificate from isa server to my internal ca
When I try to do it its give me this error:
The certificate request could not be completed. The rpc server is unavailable

Is the "Certificate Services" running on the certificate server? Some people for security take down  that service.
Can you open the certificate services snap-in on your certificate server? I would also try stop / restart the service.

also try the web site to generate a new certificate, see if that works.

When I try to restart the ca its give me access denied.
I am login with administrator.

Have you rebooted the server? Does MMC snap-in for certification authority open up for you?

yes i restart the server
i can open the mmc snap-in for ca but i can't change anythings.
any way to restored default permissions ?
i think the problem is just permissions problem

I see the permission and its the same in this article:

I try to run this command:
certutil -setreg SetupStatus -SETUP_DCOM_SECURITY_UPDATED_FLAG
Its work but when I execute net stop certsvc .it gives access denied.
When I try to open the ca and try to edit permission on CA its locked so I dont have permission (I am login with domain administrator!)
So what I have to do ?
