Create a group to grant Internet Access

I need to create a group to grant users with internet access.  Anyone who is not a member of the group, should not be able to access the internet.
Does anyone have a recommendation as to how to easily do that? thanks in advance

    Need some more information. How do you connect to internet? Is there a proxy server. Is there a AD?

    Active Directory.  No proxy server.

    But how do you connect to the internet. You can make a group in AD named internetaccess but you need to ad that group to your internet gateway. Then you still have to block access on your gateway for the not internetaccess users.
