Hyper V Guest integration on server 2003

I have setup 2008 Core Server and Installed Hyper V.  2008 Servers install fine and integrate well.  When I setup a 2003 Standard Server 32x It installs fine.  I installed the legacy network card and performed all updates.  When I attempt to integrate the OS is says it completed, but nothing actually gets installed.  Rebooting does not show any changes.  Nothing shows up in installed programs and on the Settings it shows the attached JPG

Are you trying to install integration services on the guest? is your windows server 2003 on Service pack level 2? if not, you cannot install Integration services.

Hi, yes SP2 and all other possible updates are installed.  I am attempting to install the integrations services. and though it says succeeded, it in fact does not install anything.  Reboot proves no change.   The mouse is not captured, the network adapters do not pass through, etc.

Isnt this the way it goes, I put the server on the domain and then attempted to reinstall, now it is working.  Don't know why that would matter, but with ISA firewall on the network and all the rules makes sense.
