It is an advanced listener configuration, and it is an additional binary.

You can configure it to punch through firewalls and/or load balance between back-end listeners and also funnel connections through one or several computers in a multi-layer firewll setup. Connection manager is easier to proxy than standard Oracle NET (SQLNET). It also can offload part of the network IO by multiplexing multiple connections over a single TCP connection, so it reduces startup/teardown of TCP connections.

It is essentially a proxy server. You use cmctl to control it, similar to lsnrctl for the standard listener.

This is a good document, read chapter 5 and see figure 5-10.

so do I need a whole separate box for  connection manager?
and where download it from?
It is included in the Oracle installer. You must choose "Customer" to get it.

It is a separate binary.

You don't need a separate box, but that is the typical setup. The reason is it can act as a front-end security gateway. Connection manager advantage over the TNS listener security includes use of wildcards in network rules, whereas tns listener must have an explicit invite or exclude list.

Sorry, not Customer, I meant "Custom" as in custom installation.
I just checked in OUI, Choose Advanced, then choose Custom, then it is under "Oracle Net Services"
