    How large is the group of users?

    JAD is really good for getting user input and will likely produce a more successful project because the users have "bought into the project" - user acceptance is always an issue when trying to roll out a new system.

    Projects using JAD may very well go on longer than without JAD as users will disagree and need to reach some consensus.   Longer projects mean  a more expensive project, but again, you may be more successful as the users are part of the process.
