Tomcat switching paths

I have my webserver running Apache 5.0. If I try and access the website I get the default webpage telling me I have not completed the setup of the site. I do have a site setup on the server that I can access from inside. How do I switch the public side so I hit the website? What files do you modify to cause the page to load?

I figured it out and here is the end result. I created a new file called index.html and placed it in the Tomcat 5.0\webapps\ROOT directory. I then added the line below to the file and automagically the site can be accessed.
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN"> <html><head> <title>WHATEVERYOUWANTHERE</title> <meta http-equiv="REFRESH"
content="0;url=https://ENTERHEREWHATYOURURLIS"></HEAD>
<BODY></BODY></HTML>

Sorry, I guess I misunderstood your question. You have found one way.  mrcoffee has suggested another way at
