How to be a registrar for a certain country

How to apply to be an inclusive domain registrar for a certain country?
If the country so far doesn't have an automated system to make registration, how can I start the process. I know that I should be first an ICANN-Accredited Registrar. Then what?
For example there are many Top Level Domains (TLD). that can be registered in an automated way. I want to start a similar workflow/business.
Do you think the logical steps is to be a reseller first with one of the biggest registrars, then take it from there?
Any information on this matter is really appreciated. My main interest is in IDN (International Domain Names).

    to be a registrar for a country TLD, the specifics depend a lot on which country you want. Becoming an ICANN registrar is only required if you want to register the gTLDs, for ccTLDs this is not a requirement.

    Generally speaking, it is a lot better to start as a reseller of an existing Registrar if you want to register domains. Then you can get a feel for it, build your systems, business and customer base, and move to become a Registrar on your own if your business case dictates it.

    Perhaps the best Registrars for reselling ccTLDs are Key Systems (, or 1API (, although there are hundreds of Registrars spread over most countries - you might want someone closer to where you are.

    IDNS are offered by many ccTLDs and gTLDs already and this will be supported by the Registrar reseller APIs.

    Thanks but it's hard to believe that the provided two resellers are "best Registrars for reselling "

    you can pretty much use anyone on this list, most have reseller features:

    However, if you want to resell ccTLDs, you will be more restricted, and need to review them more carefully to see what they offer. The two I mentioned have, in my view, the most ccTLDs on offer, but you will need to code against their API. Others like Godaddy offer you a finished cobranded site for reselling (but fewer ccTLDs).

    Much depends on which ccTLDs you want to resell.
