How to prevent users from disabling the Network connection LAN, and preventing from changing information at Network connection Properties?

           
How to prevent users from disabling the Network connection LAN, and preventing from looking at Network connection Properties?

I want to give Power user to the user (i.e. able to Install), but I don't want him to have the ability to disable the network connection or changing the network LAN properties, I wanted to do either via group policy or by script? Is this possible?

I tried via group policy in User configuration > Administrative Templates > Network > Network Connections and I enabled all prohibit, and disabled "ability to enable/disable a LAN connection" I think I tried almost everything with no success.

Please HELP .....

Group policy is correct option. You need to check policy is getting applied or not. If policy is not getting applied then you will have this problem. check if policy is not getting override by default domain policy. or suggest to configure default domain policy if you want to keep this configuration for all users in your network.

I checked the policy on the client machine, and it has been applied, by gpresult /r and checking the version of the policy. Even I enforce it the policy.  

I want to give this policy only for a certain OU and I do not want it on the domain level policy. I do not want it to apply it for all users.
Create GPO for OU and then set propper security on that GPO. I.e. if user can not read GPO, it will not be applied.
I did create a gpo for the OU, and I applied at User configuration > Administrative Templates > Network > Network Connections and I enabled all prohibit, and disabled "ability to enable/disable a LAN connection"

I enforced the policy, and I checked the policy which has been applied to the machine.
Some how it is policy not getting applied issue only. If you have GPMC tool install then run Group policy modeling and use this policy in modeling. It will show you for perticuler change that you want to do is getting override or not getting applied. It will come in form of winning policy and policy name.
