exchange system manager could not initialize

Good morning,

I'm receiving this message on our the system manager on our exchange server...

"Exchange system manager could not initialize MAPI because the current user does not have the SE_CREATE_GLOBAL_NAME priviledge on this computer. Log on using another account that has this priveledge, or grant this priviledge to the current user account. All local administrators have this priviledge. To grant this priviledge, log on to the local computer using an account that is a member of the Administrator's group, and grant this priviledge to the user account in Local security settings. Exchange system Manager will exit when you click ok."

I can't add the user as a local administrator as this machine is a DC and I can't add it to the local security settings as all the options are all greyed out.

is it a new exchange ?

first time you are experiencing this error ?

how many domains do you have in your forest ?

are you logging locally or through terminal services ?

start run gpedit.msc -> computer config -> local policies => user rights assignement

"create global object " is given to who ?

exchange has been running fine for years.
1st time experiencing this error.

Tried locally and via terminal services.

The access is given to Administrators and SERVICES.
