Update address book issue

I have the following issue with Exchange Server 2003 with SP2.

if we create a new user account in AD and create a new mailbox, it's take
long time to be availbe in address book for other users, some times waiting
till next day.

I tried to update Recipient Update service by right click and click update
now, also I change update interval to 15 min, default was 1 hour.

Do you see the user in OWA? You should see, as OWA looks at current data.
You will be able to see the user if your Outlook is in online mode.

In case of cached Outlook, you can force a download of the address book from Tools -> Send/Receive -> Download OAB. Again, exchange takes a while to update the oab anyway! Restarting the exchange services will force exchange to pick the user, but you don't want that to be done on a regular basis, do you?
