How to move Windows SMB licenses to new server

We have 1 Windows 2003 Small Business Server which we are replacing with a new physical server that will be running Windows 2003 Server standard. Can we migrate licenses to the new server or do we have to buy new licenses?

If don't want to buy a new set of licenses, you have to install the Small Business Server 2003 (!) on the new server (Migrating Windows Small Business Server 2003 to New Hardware) and then apply the transition pack, as tntmax already mentioned.

Of course, the transition pack is not for free but cheaper as to buy a new set of Windows-licenses and the CALs
