Uninstallation of the patch package is not supported

I am attempting to add a feature in Office 2003.  When I click "change" in the add/remove programs I receive the error "Uninstallation fo the patch package is not supported".  I'm not trying to uninstall anything???  I have also tried using the Office 2003 installation CD and receive the same error message.  I have checked out KB 903771 but that is telling me how to uninstall updates and I'm not trying to uninstall updates.  If it is an update that needs to be uninstalled, I have no idea which one it would be that is causing the issue because we have multiple updates installed.  I'm baffled.  The user is an admin on his machine.  Any help/suggestions would be appreciated.

Try installing the Windows Installer Cleanup Utility located here: http://support.microsoft.com/default.aspx?kbid=290301

Run the program against Office 2003 and then you should be able to uninstall.
