If you can telnet on localhost on the server itself, then there is nothing wrong with SMTP. Have you checked that it is listening on that IP address? Is that an internal or external IP address that you are trying?<br />

If telnet works on the server itself, then SMTP is working. If you are unable to telnet from another machine on your network then something is blocking the traffic. That could be the Windows firewall for example. <br />
