If you can telnet on localhost on the server itself, then there is nothing wrong with SMTP. Have you checked that it is listening on that IP address? Is that an internal or external IP address that you are trying?

If telnet works on the server itself, then SMTP is working. If you are unable to telnet from another machine on your network then something is blocking the traffic. That could be the Windows firewall for example.

firewall is off on the server can't be blocking.

You should be able to telnet to port 25 of the server. If you cannot then it is being blocked.

The only other thing it could be is that you are connecting to the wrong IP address, the IP address setting on the SMTP server is incorrect or there is another problem with the network configuration on the server itself.

Are you receiving external email correctly? If so then it has to be something inside your network blocking the traffic. If it was a server problem then external email wouldn't work.
