Delegating AD responsibilities..

Ok so my manager is wanting me to check into delegating responsibilities in AD... such as updating phone numbers for example out we've got a custom app that pulls from AD to populate the phone list internally.

I've always seen the "Managed By" fields in ADU&G but never used them, never bothered to look into them.

Anyone have any thoughts or experiences in methods of accomplishing this with minimal to zero security risk?

Best Practices for Delegating Active Directory Administration
At a couple jobs back we had big issues with users moving offices and phone numbers and there was no way that we know of those moves (process was broken).  After a few VIPs got upset that they were not being updated we went with a solution where users could update their own info.
http://www.directory-update.com/  -  that is what we used and it is worth the low price
I've also seen rDirectory mentioned but I've not used it http://www.namescape.com/Products/rDirectory/Default.aspx
