Delegating AD responsibilities..

Ok so my manager is wanting me to check into delegating responsibilities in AD... such as updating phone numbers for example out we've got a custom app that pulls from AD to populate the phone list internally.

I've always seen the "Managed By" fields in ADU&G but never used them, never bothered to look into them.

Anyone have any thoughts or experiences in methods of accomplishing this with minimal to zero security risk?

    At a couple jobs back we had big issues with users moving offices and phone numbers and there was no way that we know of those moves (process was broken).  After a few VIPs got upset that they were not being updated we went with a solution where users could update their own info.  -  that is what we used and it is worth the low price
    I've also seen rDirectory mentioned but I've not used it
