Restrict svn check-in / svn add for specific file types.

I want to restrict users to add specific types of files to the repository.
Lets say I don't want jpeg files to be checked into my repository.
how can i accomplish that?

Use a pre-commit hook to check files. Here is a tutorial. Also read this if you want to exclude directory names.

One more thing is - It should stop checking-in   the file but also it should not allow it to do "svn add" otherwise the file will remain A state.
