you can do a pre-loader in flash, try this tutorial http://www.smartwebby.com/flash/flash_simple_preloader.asp. But generally they are to load in a large flash movie. Not sure how you would do one just to time loading all the objects on a standard html/asp.net page.

http://javascript.internet.com/text-effects/loading-time-indicator.html try this - its not exactly the same but gives an indication. Or you could try using jQuery to help - they have some really good plugins for animation & effects.

sorry - the only way I know of doing that is in flash or sliverlight. How big is your page that it needs this?
You could try the same way as ajax notifiers do and place a large div element on with an animated gif and then put the zindex so it is above everything else. Then when the page has loaded hide the div element - its close but not exactly what you want tho.
Can you do the site in silverlight or flash?
