What exactly is restored with SBS System State and Entire Server Backup??

My SBS 2003 server needs a clean reinstall to fix issues.  I have a clean System State and a clean backup of the entire server from when it was brand new.

Will this bring IIS, Sharepoint and all the services back to a like-new condition, or should I reformat and install again?

If you open NTbackup, you'll see System State as an option, and it will list what is included. You'll need to backup IIS, Sharepoint, Exchange, and all other programs. And they will need to be re-installed.
