Firewall policy

hi , how to disable user installing any other third party firewall in his own pc , i have windows 2008 domain controller

You can use software restriction policies

These however won't as simple as just saying "disallow firewall progarms"
Do your users have admin rights on their PCs?   Just wondering, hopefully they can't install firewalls with normal user rights.

yes user have admin , but as you know there is million third party firewall , it's difficult to block all firewall , what i want i can put like name "firewall" to block all third party firewall group policy ?

No way to just put a generic "firewall" to block all third party firewalls.
