Strange Internet Browing Issue on SBS Server 2003 SP2

Internet Browsing from SBS Servers and Other PCs is very slow , almost unusable

Can some one please assist, below is i have tried , almost ev thing,

Steps Performed

"      -Remote RDP (from Internet) to Server works fine with out any latency
"      -FTP Test performed form SBS server downloaded the files at best results Ok ( 20 Megs file downloaded in ~15-20 Sec)
"      -There are no firewall restrictions on the net screen firewall at all that would prevent browsing
"      -could not get any debugging options on netscreen as to what was going on between Server and Netscreen, but the actual problem seem to be related to the DNS and Netscreen allows every thing from the server
"      -Site load ok when tried to access via IP address
"      -Personal Firewall on SBS servers is OFF
"      -Mcafee Total Protection Desktop Firewall is completely Turned OFF
"      -Tested with Mozilla browser and with test user and same isssue
"      -Further Testing shows that Problem with the DNS Services as name resolution does not take place and times out
"      -Checked the DNS Server Forwarders settings OK
"      -Spoke to Internet Providers and updated the DNS with recommended DNS Servers Still same issue
"      -Server had route hints in the DNS server, removed them and Issue was fixed momentarily but still same
"      -Even when we perform nslookup directly to the public DNS Servers, they time out and  if they work , they work just momentarily
