Is there an app, webpage, or table that converts (or lists) escape codes into regular text?

You know how URL's can't contain spaces so they replace it with %20? Is there a way to convert codes like that back into ASCII, Unicode, or some other variety of plain old regular old text?

 .. you know, without actually having to learn C++ or Visual Basic or something and make your own app that does this?
