Convert unicode code points to characters in PHP

Hi, is there any way to convert unicode code points to characters in PHP? I noticed the unicode_decode() function is still in development. Any suggestions how can I make my own function if there isn't any easy way?

Unicode code points  --> Characters

116,121,112,101  -->  type
