Outlook 2003 English version can not open Simplified Chinese file name attachment

We are using MS Outlook 2003 English veriosn with XP Pro Eng, defaule regional setting are English language as primary language, Twain Traditional Chinese as alternative language, also select to install Simplified Chinsese fonts.
However, outlook can not open attachment wirh Simplified Chinsese file name. First, the file name can not display correctly. Second, even i save and rename the file to English, the file size will becoma zero byte, also can not open.
Because we are located at Hong Kong, both Traditional and Simplified Chinese will be needed.
Our mail server is Domino 7, Client use POP3 with Outlook 2003.
Any advise how can i fix this issue? Many thanks.

    If you start outlook in safe mode can you open the file then?
