I am trying to use a Dell L100 Japanese keyboard on US version of Windows XP

I am trying to use a Dell L100 Japanese keyboard on Windows XP (US version) and are unable to get the keys to map correctly. I have changed keyboard driver to Japanese, changed input language to Japanese, Asian language support is installed, under regional settings, tried changing to Japanese to no avail. CTRL-ALT-DEL isn't recognized and the space bar is equivalent to ALT key for example.
