Outlook popping up a "Please wait while Microsoft configures Access 2000"

I'm running XP pro on an SBS 2003 network with Exchange.  When I open Outlook 2003, I sometimes get a message that says, "Please wait while Microsoft configures Access 2000".  I can hit "cancel" and it goes away, but it is really annoying.  If I let it go all the way through the install, it asks for the Access CD. I can install the CD and let it finish, but this doesn't solve the problem.  Any ideas?
