I am using Exchange 2003 and get the following error inconsistently when sending to various users from outside the system:<br />

421 LDAP verification agent temporarily unavailable: Operation Failed (state 14)<br />

Typically what will happen is that after sending a message, the sender will receive a &quot;message has been delayed&quot; email with the above error message approx 12 - 24 hours after sending the email.
