Exchange LDAP errors

I am using Exchange 2003 and get the following error inconsistently when sending to various users from outside the system:

421 LDAP verification agent temporarily unavailable: Operation Failed (state 14)

Typically what will happen is that after sending a message, the sender will receive a "message has been delayed" email with the above error message approx 12 - 24 hours after sending the email.

Thank you for your comment, I have resolved the problem by correcting setting in our spam filter, barracuda. Apparently one of the LDAP email settings was "fat fingered" and missing a portion of the address.
