SBS2003 Cals

Hi,
I have sbs2003 which came with 5 cals installed. It states in licensing manager that current number of installed called cals 5 and maximum usage is 3.
Does maximum usage mean that no more than 3 users can be logged at any one time or that only 3 of the cals are being used.
Sorry, I'm a but new to this.
