POP3 80042108 Error receiving emails and accessing website

Last week we stopped receiving emails to our pop3 related email address. The error 80042108 tells me that outlook cannot connect to your incoming email server.
I have spent the passed 2 days trying all the solutions on the web i can find - I have reinstalled office, reinstaled explorer turned antivus on and off a million times- to no avail.
i can still receive my emails on another pc usings the same specifications. this seems to be localised to my domain/pop3 account/server on my pc as i also cannot access my website either, which is available on everyone else i know pc.
Is it possible for my pc to have gotten a bug and attached itself to my pop/domain/server details just for my pc.
I am really a novice and dont have any idea what to do.
