Can someone convert this to work with VB.net Express 2008?

No converting necessary, because it already works. The download includes a sample project showing it's use.

Alternatively, right-click the Toolbox and select "Choose Items...". Select the COM components tab, click the browse button and navigate to "C:\Program Files\Caller ID ActiveX\ActiveX". Select the "Caller_IDAX.ocx" file, then click OK. Click OK on the Choose Toolbox Items dialog, and the control is now available for you to add to your form.
