Shortcut on desktop for all users

Is there a way with active directory to create a shortcut on every users desktop when they logon?

I'd look at group policy preferences (GPP) to do this
You need either one 2008 box or one vista box in your domain to use the feature.  Group Policy MVP Darren Mar-Elia has a good overview of GPP here

You could add a line like this to the logon script for the network. You would put the source shortcut on a network share somewhere.

if not exist %USERPROFILE%\DESKTOP\shortcut.lnk copy \\network\path\shortcut.lnk %USERPROFILE%\DESKTOP\
 
'or you could do this to add it to the 'all users' profile. That way the link would only be in one place...
if not exist %ALLUSERSPROFILE%\DESKTOP\shortcut.lnk copy \\network\path\shortcut.lnk %ALLUSERSPROFILE%\DESKTOP\
