Double-clicking Opens New Windows

On my Windows Vista computer I am having a problem where everytime I double-click on an icon (i.e. c-drive or sub-folders) Windows opens the selection in a new window.  The setting is set to open in the same window under Folder Settings.

    I traced the problem to my recent Internet Explorer 8 upgrade.  Uninstalling IE8 fixed the problem.  But then I found another work-around...

    *  open a new "Command Prompt" window by right-clicking and selecting "Run
    as administrator";
    *  at the prompt, run the command "regsvr32 actxprxy.dll".

    Apparently this particular DLL does not get registered correctly for some
    users. I have no idea why. Microsoft probably needs to research the various
    software conflicts with the install, and correct this.
