How do I fix APIPA address on second system in network.

I have two systems that are wired to a Belkin wireless router - The first finds an IP address and works fine - The second is assigned the APIPA address.  Both ports I've used on the router work.  
Who is Participating?
Disable all security options on the router and try connecting unsecured. If that works, enable security one by one until the connection doesn't work anymore. Also try using a static IP on your PCto test the NIC.
