Mysqld-net.exe

I've have a winxp standalone machine where i have installed mysql.  The machine is configured to start mysql upon power up.  However, regular users cannot functionally use the program due to permissions that I am required to set.  The administrator allows for full functionality of the programs associated.  Mozilla is used to connect to the local host.  I the recieve the following error:
 mysqld-net.exe
ModVer: 5.1.2600.5512
ModName: ntdll.dll
Offset: 00001006

Has anyone seen this error before?

I would suggest that the admin installs the mysql as service. that should solve the problem.
