1) Login to Vista and if a windows pops up, select the option "Use Vista in reduced functionality". If this does not work, log into Vista using safe mode.
2) Type %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing into the address bar of the browser that comes up.
3) Rename tokens.dat to token.bak and reboot
4) Log in normal mode.
5) Open a Browser and type %windir%/system32
6) A folder will open, scroll down till you find CMD.exe
7) Right Click the 'CMD.exe' file and select "Run as administrator"
8) A window will open with a black background. Type in: net start slsvc
9) Next type in: cscript slmgr.vbs rilc
10) Reboot computer
11) You may be required to Activate. I suggest using the Activate by Phone method.

Sorry. I ran into this problem before in my own lab, and these were the instructions I used.

What’s Wrong with Your Cloud Strategy ?

I fixed it. Here is the simple answer... Type %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
then rename tokens.dat to tokens.old
then go to another machine running same version and copy that tokens file
then go to machine giving you trouble and replace file
done and fixed

I think I should be given a little credit for this. Part of the solution was in my original post. Oh well.

No I did what you said and then it told me to reload windows on a hunch I replaced the file with another token from another machine. had I not done that I would be stuck reloading windows
