how to to create a policy which only allow access to one IP

Hi I am having a ISA2006.

and I am using this server to give VPN access to resources, But I need limit there access to servers what they own or control. or How can I define a poicy where I can make user to access only one IP when he connected through VPN on ISA 2006.

How do you grant VPNs?  Do you use IAS to authenticate different users and assign dynamic policies to each?
