Windows 32 bit and 64 bit

I have a program written on XP and it's a 32 bit program. I am familiar with WOW64 but in general would a 32 bit program run on a 64 os. Can someone explain the differences to me. Can WOW 64 be started as a 32 for programs? All the info you can provide would be appreciated. I am still a bit confused as to why some dll's from my 32 bit application will not install on a 64 bit OS or even possibly a WOW 64 .

In general, 32-bit programs can be run in a 64-bit OS, but there are exceptions.  When building for targets, you may need to specify x86: http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/Windows_Vista/Q_24133159.html

32-bit programs with 16-bit installers will not work on 64-bit.

Yes, the 64 bit cannot run most 32 bit applications but the WOW64 can run them most of the time, including the access backend database.
