Make sure you have all the updates installed on ISA - http://technet.microsoft.com/en-us/forefront/edgesecurity/bb734854.aspx

If the problem persists after installing the updates, you test with the Compression Filter disabled. (Under Configuration > Add-ins > Web Filters > Compression Filter)

Hope this helps.

Nope; you have to open the ISA Management console and navigate to Configuration > Add-ins > Web Filters > Compression Filter.
Free Tool: Site Down Detector

Helpful to verify reports of your own downtime, or to double check a downed website you are trying to access.

Strange! Do you have all the updates installed on ISA? You can also disable compression under General > Define HTTP Compression Preferences, maybe you should try that.
