there was an error running rules, not all messages were processed, outlook 2007

I keep getting this error, if i try to run my rules manually. Does outlook 2007 have a limit on rules? i can create rules but they won't always work right.

Not so much a limit on the number of rules you can setup but there is a Size limit
The maximum number of rules is defined by the data that is required for a rule.
Try reorganizing your rules and creating smaller rules.

Personally, I would note all the details of the rules.
Close Outlook and Reopen using
Start>Run>Outlook.exe /cleanrules

Then recreate the rules as needed.
Making sure you dont have similar rules or rules that are no longer required anymore ect ect
