Are you currently using any antivirus and/or antispyware ?
Can you check the event viewer for any errors ?

How are you trying to create this folder?  What is the name of this folder?  And where are you trying to create it - inside "My documents" or where exactly?

The quick solution is to click on the link called "Make a New Folder" Under File & Dolder Tasks on the left hand side of your windows.
