Can I make a domain name anything other than standard .com .net .org. in .uk .cn etc?

Just wondering if I have a static IP and a windows server in my house. What's stopping me from having a domain name that ends in .whateveriwant
like www.mysite.thisisme

Is this possible? And if not why? and when will it get added?

so why do I see websites with a domain .tv that are accessible but can't make one with that domain myself.
scratch that. just went to a dif registrar.

Just found this, apparently, ICANN is the owners of the domain names ie top levels and you must pay and hope to be picked. So much for internet being free choice of names. Thanks for the help but I found the answer here.
