Internet connection sharing from HTC Cruise to PC not working

I have an HTC Cruise phone with a 3G contract that accesses the internet (email and web browsing) as it should.  I've used the ICS program on the HTC to activate internet connection sharing and, when the phone is connected by USB to my PC, the PC recognises that there is a network connection there and the connection properties show packest being passed both ways.

However, the PC can't use the link to access the internet, which is what I need.

The PC is a Sony Vaio running Windows Vista Business

For the record and anyone else who refers to this later, the tutorial refers to two PCs rather than a smartphone and PC but I started at the point where it explains what to do with the second PC.  

It was necessary to reboot the PC to make the link work.
