I have an install of Internet Explorer 7. When you open the address bar history, along with the recent wesite URLS there are also listed the favorites and browser history. The list is broken up by headers. My guess is it is some kind of toolbar or program. Anyone have any thouths.

OnsiteIT--Is this any different than other PC's to which you have access?
I am not 100% sure I understand the situation.  How are you opening the Address Bar History?  Do you mean you see all your Favorites or just those whose website you have visited recently?
Perhaps this reference addresses the issue

I have no other PC's like this one, nor have I ever seen anything like it. When you click on the drop down arrow next to the addres bar normally you see a list of the last twenty five sites you typed in. In the case of this PC you see a list of the sites, then there is solid line and list the web browser history such as pages you visited and suc. There is a another solid line and list some of the sites from you favorites. Each solid line has label such as history or favorites. Since I have never seen this before and I don't think IE has any kind of option like this , I am assuming it is a outside program. I started IE in safe mode but it didn't help. Hope this gives you a better idea of the problem. Clearing the history doesn't fix the problem.

OnsiteIT--Yes, this is unusual.
I know you know this,
http://www.tweakxp.com/article37093.aspx
but go into that Registry key and see whether the Favorites and History items are there.  If so, try to delete them and see if they come back in the next few days.
Another option is to use this program

Tuned out that the user had upgraded to Internet Explorer 8 (of couse they the user denies it). This is the way IE 8 works. So there really was no problem after all.
