Does IE8 Content Advisor settings apply to all accounts?

Does IE8 Content Advisor settings apply to all accounts?  That is when I select Internet Options: Enable, set, the ratings and websites, select and add a password from the Administrator Account, will these setting apply to all of the Accounts on this PC?

Howard222--I think all versions of Content Advisor apply the settings to "this computer", in other words, all users.

Users that have the password, however, can avoid the restrictions.
