Why are meeting cancellations/updates not being delivered to external users?

We have users who are reporting that when they update or cancel meetings that some external users are not ever receiving the updates or cancellations.  Users will receive delayed delivery reports and then a few hours later receive NDR for the meeting update/cancellation.  We have tried installing KB938650 but the issue still persists.  As mentioned, this will happen with some, but not all external recipients.

Okay so it should be an ipm.appointment.

In exchange 2003, go to Global Settings, Internet Message Formats.  In the right hand pane you should have alist with atleast default.  for the external recipients that do have the issue do they have a seperate listing?

Currently it looks like we just have default with * for the domain. MIME settings are set to: Both, Character Sets Western European (ISO-8859-1).  Not sure if any other info from this might help.

I have having the same issue.  Users can send meeting request out ot external users but if they try to cancel a meeing we get the error:
This message was rejected due to the current administrative policy by the destination server
