CEICW won't run on SBS 2003,

I wanted to rerun the CEICW wizard (the reason for this is a separate problem was trying to tighten the security settings, and was following some MS documentation on how to configure firewall).  Since tinkering with some permissions in my main file sharing folder(I thought I increased them) I now can't a see some files and folders from a  user account with administrative privileges from one of the client computers.

Need to sort that out as a separate question.  In any case, when I try to run the CEICW wizard, I get the welcome to the CEICW wizard screen, but when I click next, it disappears.  No isntances seem to be running.  I start back in the Server Management Console, try again, and the problem recurs. No errors messages, no active instances, and I can't find any related errors in Event Viewer.

Not sure what this means or how to proceed.
