Exchange Outlook 2007 Migrating Account Settings

We have Exchange 2007 and recently one user had Office 2007 installed. All the apps other than Outlook run fine. When Outlook is launched it hangs at the configuring Outlook portion for Migrating Account Settings, Migrating Preferences , and Importing User Data. It becomes unresponsive and I end up killing the task. Reboot the machine and it attempts to detect and repair, but nothing happens. It will then attempt to launch in Safe Mode and the same behavior occurs where it needs to be killed.

Troubleshooting:
I've uninstalled and reinstalled Office 2007 about 3 times, have even deleted registry keys and reinstalled, still the same result. Another user can login to same machine and run Outlook. We use roaming profiles that probably has something to do with the problem, but not sure what. Machine is a Dell 755 Duo Core with XP SP2, 3 GB of RAM. I've tried to delete the account from Mail in the Control Panel and still no luck, it just hangs. When I reboot it I receive a WMS Idle error. Any help would be appreciated.

If another user works fine then it is either the Outlook or Windows profile. If you have tried a new Outlook profile, then it is probably a bad Windows profile.
