To make it an HTML file you can simply save it as HTML by using Word itself (Save As). Your ASP.NET page must be using the UTF-8 or UTF-16 character set (there are more possibilities, like Big5).  You can set this value in the Page directive on top of your ASPX page:

<%@ Page Language="C#" AutoEventWireup="true"
    CodeBehind="testPage.aspx.cs"
    ResponseEncoding="UTF-8"
    Inherits="testPage" %>
which enables you to use chinese characters. The editor of Visual Studio will automatically show you the chines text as well.
