The difference between Secure NAT and Web Proxy are simply the browser settings. They can be distributed to the clients via policies for IE.

Web Proxy handles all requests for HTTP, HTTPS and FTP. If you disable the proxy settings for the browser, the requests are handled as simple Secure NAT requests.

This allows you to config ISA to allow HTTP traffic with some additional HTTP specific features without the need of allowing other outgoing traffic. Additionally, this may protect your clients for traffic, which is routet over HTTP, but is not really HTTP.

The alternative is a simple access rule, which allows outgoing traffic on port 80, but you will loose all the specific controll over the traffic on this port.
