Is there a way to Import email addresses, in comma separated format into Exchange 2003?

You can in outlook. If you are trying to get it to a public folder, just copy from outlook to that public folder.

I want to import the addresses into Exchange, in an address book I've created under All Address Lists.

Gotcha. The address that show up in the All Address Lists are objects that are created in active directory. So, what you are going to have to do is create a contact for everyone. If you want to use a CSV file to do this, you will need to run CSVDE.
