Exch 07 block sending and notify administrator

I am trying to come up with a way of blocking local users sending email to a specific address and having that message forwarded to another email address instead. Any ideas?

Use Transport rules in Hub Transport server.

EMC -> org Config -> Hub Transport -> transport Rule -> create one.
